Everyone was satisfied with their decisions and government and their games where unquestionably too good to be defied.
During the Rome: Total War era and after a period of economic instability and dev exhaustion due to overproductivity, a crisis came up.
It was obvious that CA was overstretching her borders and these could not be easily guarded.
Their Empire was growing but equally so the demands of their followers.
Some of her very loyal fans which were very skilled in modding, joined the border fighting and helped CA to not only keep her territories but to grow even further.
Those elite interdependent modders/soldiers (The Bushi) were the first Emperor's guards, who could give all of their free time, if not their life, for their master.
As time passed, the elite cast of modders has risen so high that CA Empire felt endangered and their multiplayer weakened.
The Samurai modders, as many could call them, were now many and their abilities made a lot of fans to defy even the power of CA Empire.
In Empire: Total War Era it was decided to lessen their privileges to the minimum while CA Empire enlarged its own tactical army, trying to control better the angry mobs and the rebellions of their increasing protesters (The Sohei).
Their plans at first hand succeeded, thus most of the Samurai modders lost interest and decided to become farmers or preferred to control cheaper/barren territories (those conquered during RTW and M2TW era) than to try to overcome all the new difficulties.
But not all of them perished.
The strongest of the modder Samurai, the now called Daimyo, managed to survive and by forming powerful coalitions they ruled successfully in several new Total War domains.
But also those who decided to stay back, they made the once barren territories to thrive and to be more productive, forging their own Kingdoms that were equal or even more powerful.
Again CA Empire felt threatened because the angry mob, the Sohei and a new wilder group of protesters, the Ikko Ikki, continued to compare her with the modders and many of them refused to follow her in her new endeavors, preferring the older realms, where more freedom existed.
Even some occasional Emperor's Gifts, such as the MP Map Editor, the XML releases and the like did not quite please the followers, especially the Daimyo modders, who saw their duty to become even more demanding and, in many occasions, impossible.
During this evolving distrust for their master, the Daimyo were disheartened and weak, so that a single bad blow could almost be fatal for their cast.
In this latest time period, CA Empire made new game laws that prohibited even more the work of the modders (The sound bug almost destroyed the mods) while she continued to increase the Taxes (DLC) and so the discontent of the Total War population became almost unmanageable.
As the modders realised that they were evidently neglected they openly expressed their unwillingness to continue to fight for CA Empire anymore.
The Total War domains would lose the cream of their warriors... while the Ikko Ikki are rising!
CA Empire promptly understood that their strict policy is wrong and it is wiser to have modders as allies.
They sent their best ambassador to organise a summit and prepare them for a big Assembly.
There it will be decided how the fight for Total War Supremacy will proceed.
With or without modders?
By giving the best armour and weapons or by disarming their loyal warriors?
It is now the time to commence the unification of Total War.
All modders, of the old and new realms, are needed.
