Step 1. Go to

Step 2. Go to C:\Program Files (x86)\Steam\steamapps\common\Total War Rome II\redist\directx INSTALL DXSETUP.exe
Step 3. IMPORTANT! Keep changing graphics settings and running benchmark until you don't go lower than 35 frames per second for average score on benchmark. (located in graphics options>advanced settings.) DONT use Anti aliasing it is still broken. I had to start at Medium with my GTX 580 and slowly turn up settings and test after each change. *Looks like unit graphics takes the most power. You will want to be around 35-66 frames per second minimum for your average. YOU MUST APPLY SETTINGS, THEN RE-ENTER GRAPHICS OPTIONS, THEN RUN BENCHMARK AFTER EACH CHANGE. I know it sucks but you have to get frame rate right for game to work. Took me 8-10 graphics adjustments to get 35-66 frames for average.
Step 4. ENJOY ROME 2!!! No more spending hours like I have reading through forums to play my game. This will at least allow you to play without lag/issues until they release driver update or patch.

-Steps to fix/workaround-
Step 1. update to latest ATI BETA driver

Step 3. open game then open graphics options then "check run in window" **take note of the resolution 1440/900 etc** save changes exit game

Step 5. **That note you took earlier of the resolution in the game** set your windows resolution to the same resolution (via right click desktop then click screen resolution) so the resolution in game is same as windows.
Step 6. open the "gamers window re-locator" program from step 4. open rome 2. tell "gamers window re-locator" to "relocate" it will full-screen game.

**IMPORTANT NOTE:** We all have to wait for a Beta driver update or game update just like you. You can do these steps to play now or you can wait for update (I am knee deep in campaign admiring graphics). This workaround allows you to play LAG and Artifact free if you FOLLOW the steps. Not perfection but it looks good enough and plays just fine until new BETA driver or update is out.

This ALSO worked for some people both ATI/Nvidia cards settings not sticking after changing them. Some reports this helped performance/graphics clarity.
Go to
C:\users\username\AppData\Roaming\The Creative Assembly\Rome 2\logs
If you delete this file, go into the game, check the box for "unlimited video RAM" it does not create the GFX.log file. you will then find your setting stick to what you set them at.
